Formation of New Landscape Assessment District No. 39-2022 Approved by Majority Property Owners
In response to a petition by a group of property owners living in Landscape Assessment District 39, the City Council held a second mail-in ballot process to determine whether or not to form a new district with a different annual assessment structure that would match revenues to expenditures.
This mail-in ballot process, held in accordance with Proposition 218 (Article XIII.D of the California Constitution), concluded with a public hearing held during the regularly scheduled City Council meeting of March 15, 2022.
As part of this public hearing, the 545 ballots received were tabulated and weighted in proportion to the assessment amount for each parcel, representing 52% of the property owners casting ballots in support of the District formation.

*Note: Votes are weighted, multiplying the property owner’s vote by the dollar amount they will pay as their annual assessment. The dollar amount for each parcel depends on the assessment zone in which they are located. This district has three assessment zones with three different assessment dollar amounts.
