Home Improvement BrochureMaintaining the appearance of your home is one of the biggest responsibilities of home ownership, but unfortunately not all homeowners are in a position to complete those repairs. To assist them, the City’s Home Improvement Program (HIP) provides qualified low and moderate income homeowners the opportunity to rehabilitate their homes by offering funding to repair hazardous structure conditions, make modifications to improve home access, make necessary repairs, or correct existing code violations.

The program is sponsored by the U.S Department of Housing and Urban Development (HUD), Federally Funded Community Development Block Grant (CDBG) Program and the City of Diamond Bar

Examples of allowable projects include abatement of code violations; accessibility modifications; water heater replacements; asbestos testing and eradication; roof repairs and replacements; and work to electrical and plumbing systems.

To be program-eligible, homes must be owner-occupied, single-family detached dwellings within Diamond Bar, and the homeowner’s gross income must be in the low or moderate income brackets. Loans and grants are offered on a first-come, first-serve basis.
